In 2024, the West Virginia Legislature enacted changes through the passage of House Bill 5295 (House Bill 5295) to allow for fairs, festivals, and special events to operate within the boundaries of a Private Outdoor Designated Area.
On July 1,2024, Charleston City Council passed (Bill No. 8037) to update the City Center Private Outdoor Designated Area to include two special event locations at Haddad Riverfront Park and Slack Plaza at City Center. This new ordinance is the first of its kind in West Virginia and gives the City flexibility to accommodate special events as PODA participants or not
